It showed that the sector added \u00a310.8bn to the economy at the last count in 2016, \u00a3390m more than the previous year, more than the agricultural sector and roughly equal to cities such as Liverpool and Sheffield<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>At the same time the report revealed that 74% of arts organisations had been affected by public funding cuts.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>Serota praised the resilience and commitment of theatres, galleries and other arts organisations that continue to thrive despite receiving less public money. He said the success in the face of adversity \u201ctells you about the brilliance of the people running these organisations, frankly.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>\u201cIt tells you about their commitment and determination in spite of the cuts. It also tells you if they had a bit more money they would do something rather wonderful with it.\u201d<\/p>\n<p><\/span><\/p>\n<aside class=\"css-ossety\"><a class=\"css-mvtm5x\" href=\"https:\/\/www.theguardian.com\/commentisfree\/2019\/feb\/07\/arts-culture-services-austerity\" target=\"_blank\" rel=\"noopener\">Only a small, sad nation robs its people of arts and culture | Frances Ryan<\/a><\/aside>\n<p><span class=\"css-17lovhn\"><\/p>\n<p>One of the biggest challenges facing arts organisations are local authority cuts, with libraries, museums and the arts <a href=\"https:\/\/www.theguardian.com\/society\/2019\/jan\/28\/councils-say-more-arts-cuts-inevitable-amid-rising-social-care-need\" target=\"_blank\" rel=\"noopener\">often in the front line<\/a>.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>In February, Birmingham city council <a href=\"https:\/\/www.thestage.co.uk\/news\/2019\/birmingham-city-council-scales-back-arts-cuts\/\" target=\"_blank\" rel=\"noopener\">slashed its arts budget by \u00a3500,000<\/a>, a significant cut but a step back from <a href=\"https:\/\/www.birminghammail.co.uk\/news\/midlands-news\/budget-u-turns-rat-charges-15779988\" target=\"_blank\" rel=\"noopener\">the original plan<\/a> of cutting twice that figure.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>\u201cLocal authorities will say they have no choice,\u201d said Serota. \u201cBut there are choices being made and some local authorities are resisting those kinds of cuts more successfully than others.\u201d<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>He praised the energy and creativity of arts organisations in reaching new audiences and finding new money, but warned: \u201cThere comes a point when you cannot live without some form of investment and both local authorities and national government need to find ways of making that investment.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>\u201cThe prime minister declared that austerity was over: austerity is certainly not over yet for the arts and I hope that we\u2019ll see some change.\u201d<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>The report, commissioned from the <a href=\"https:\/\/cebr.com\/\" target=\"_blank\" rel=\"noopener\">Centre for Economic and Business Research<\/a>, states that 37% of arts organisations have become more risk averse as a result of funding cuts.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>Among organisations with funding cuts, 54% indicated they were unable to compensate for the loss.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>Many organisations are having to reduce staff or freeze wages. The report quotes the Royal Philharmonic Orchestra, which said cuts to culture budgets were having an adverse effect on staffing levels at regional venues with some \u201csuffering a lack of expertise and knowledge of orchestral music\u201d.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>The report concludes that the arts and culture sector contributes \u00a32.8bn to the Treasury via taxation, and that the sector\u2019s total contribution to GDP, including employment and supply chains as well as the \u00a310.8bn direct impact, amounted to about \u00a323bn.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>Serota said it illustrated how important a subsidised arts sector was in feeding in the commercial sector and how public investment in arts and culture \u201crepays itself over and over again.<\/p>\n<p><\/span><span class=\"css-17lovhn\"><\/p>\n<p>\u201cIt shows a very steady increase in the place of arts and culture in the economy as a whole.
